conftest.py hardwired to futex_test; assert dbname endswith _test before ANY truncate (current conftest TRUNCATEs prod futex DB!); mg migrations applied to futex_test in session fixture; drop global fire_webhook mock (inspect outbox rows instead). MUST land before any test run. Phase 0.
