python -m app.workers.main: N independent asyncio loops (expiry/sla/mail/webhook/token_cleanup/runflow_sync/retention), per-tick crash isolation, SIGTERM drain, env-configurable intervals; systemd unit. THE fix for 'emails never send, decisions never expire'. Phase 3.
