#81 FTX-81: RunFlow inbound webhook -> decision create (stretch)

EV-RF-1 optional inbound mode: register Futex endpoint via RunFlow /api/v1/webhooks CRUD, HMAC-verify, create decision from binding template. Not needed for any AC. Phase 7 stretch.
